DESCRIPTION:National return to owner (RTO) rates hover around 40% for stray and lost dogs and it’s even lower (4%) for cats. The Northern Tier Shelter Initiative (NTSI) team became curious when they recognized that Northern Tier shelters’ RTO rates tend to be higher than the national average. In fact\, organizations reporting to the NTSI Shelter Animals Count Coalition return\, on average\, 64% of stray dogs and 8% of stray cats. Returning animals back to homes they already have is vital to ending overcrowding and euthanasia in shelters. DESCRIPTION:Living with a dog who relentlessly scavenges food can be exhausting.
