Community Cat Programs – Legally Upheld, Vet-Approved, and the Most Humane Option for Free Roaming Cats

Join us for a powerful conversation about the legal, scientific, and practical foundation for Community Cat Programs (CCPs)—including TNR, RTF, SNR, and TVNR.

Panelists will unpack the recent court ruling in favor of the San Diego Humane Society’s CCP, setting a statewide precedent for similar programs. You’ll hear from:

  • Dr. Kate Hurley (UC Davis Koret Shelter Medicine Program), a national leader in shelter medicine, who will share the veterinary and scientific rationale for CCPs as best practice.
  • Julianna Tetlow (San Diego Humane Society), who led government relations during the 4-year legal battle and will share how the program was built and defended.
  • Bruce Wagman (SF SPCA Shelter Policy and Legal Services), an animal law expert, who will explain California laws that govern CCPs and what this ruling means for shelters and communities statewide.

Learn why CCPs are not just effective, they’re the most humane and now, court-approved.
