Webinar – 7/19/22 – The Complexities of Domestic Violence and Animal Abuse – NACA/Justice Clearinghouse

In domestic violence scenarios, animals frequently suffer abuse alongside the human victims.  This presentation addresses the complexities that can arise from cases in which a domestic violence victim is also the primary witness to the crime of companion animal abuse; including the challenging cases that appear to rely on one person’s word against the other person’s. The presentation will utilize a hypothetical to illustrate a common scenario involving both domestic violence and cruelty to animals, and then address specific common issues that arise for the law enforcement, prosecutors, and veterinarians involved.

Presenters:

Robyn Katz

Robyn Katz is an Assistant City Attorney for the City of Austin, where she primarily works with the Austin Police Department and Austin Regional Intelligence Center.  Robyn is also a contract attorney for the Animal Legal Defense Fund, where she provides legal guidance concerning animal cruelty cases to law enforcement and prosecutors throughout the country. Robyn also currently serves as an Adjunct Professor at St. Mary’s School of Law, where she teaches Animal Law.  Robyn has extensive experience in criminal prosecution of animal cruelty cases, as Robyn served as an Assistant District Attorney for two large counties in Texas. Throughout her tenure as a prosecutor, she primarily handled family violence and animal cruelty matters, and provided training to law enforcement and prosecutors in Texas regarding the same. Robyn also spent several years as City Attorney for several Central Texas cities, and is the former Chair of the State Bar  of Texas Animal Law Section.

Dr. Kris Otteman

With over 30 years in the veterinary profession and as the leader for medical operations and humane investigations operations within one of the nation’s most successful shelters for over 15 years, Dr. Kris Otteman currently serves on the IFVSA board, the APA Animal Cruelty Advisory Committee and consults for ALDF on animal cruelty investigations cases.  Her experience in animal cruelty cases includes oversight of animal cruelty investigations, veterinary forensics, hospital, and crime scene work, and teaching this topic in various forums.   Dr. Otteman serves as Courtesy Faculty for Oregon State University College of Veterinary medicine and is an adjunct professor at the University of Florida Maples Center for Forensic Medicine and College of Veterinary Medicine and is most recently a co-author of the newly published textbook Animal Cruelty Investigations: A Collaborative Response from Victim to Verdict
